In a landmark ceremony marked by optimism and national pride, the Ministry of Transport on Friday, December 5th, 2025 officially launched its Five-Year Strategic Plan (2025–2029)—a comprehensive roadmap designed to modernize, expand, and elevate Liberia’s transportation infrastructure.
Highlighting the Five-Year Strategic Plan (2025–2029), Honorable Sirleaf Ralph Tyler, Minister of Transport, issued a bold and inspiring call to action, assuring Liberians that the next five years will redefine the nation’s transport landscape. He emphasized that the Ministry is fully prepared to “take the Liberia transport sector to a higher level,” pointing to innovation, efficiency, and accessibility as the driving forces behind the new strategy.
According to Minister Tyler, the Strategic Plan places strong emphasis on the four major pillars of national transport development: Land, Sea, Air, and Rail. These pillars, he noted, are essential to unlocking economic opportunities, strengthening regional integration, and improving mobility for all Liberians.
Land Transport: Building Safer, Smarter Roads
Minister Tyler highlighted plans to enhance road safety systems, expand vehicle and driver licensing reforms, and strengthen urban and rural transport services. Modernized traffic management and digitized transport services, he stated, will create safer and more reliable road networks across the country.
Sea Transport: Revitalizing Maritime Potential
Recognizing Liberia’s vast coastline, the Minister outlined strategic initiatives aimed at improving port efficiency, enhancing coastal transport, and supporting maritime regulatory reforms. Strengthening sea transport, he said, will boost trade, tourism, and economic resilience.
Air Transport: Elevating Aviation Standards
The plan includes measures to upgrade airport operations, enhance flight safety through modern technology, and attract more regional and international carriers. Minister Tyler assured the public that improved aviation services will position Liberia as a competitive player in West African air travel.
Rail Transport: Reopening Pathways for Growth
In a strong push for industrial and economic transformation, the Minister reaffirmed his commitment to revitalize rail transport systems. Enhanced rail corridors, he noted, will support mining, manufacturing, and inter-county movement of goods.
A Vision Rooted in Progress
Minister Tyler concluded with a promise that the Ministry’s agenda will not remain on paper but be actively implemented with transparency, collaboration, and measurable results. He urged stakeholders—from private investors to community leaders—to join in supporting this national vision.
