Liberia, recovering from a 14-year civil war, has slashed its foreign debt by buying back $1.2 billion in outstanding government debt from foreign commercial creditors at a discount of nearly 97 percent of its face value, the steepest discount ever negotiated on developing country commercial debt, Liberian President Ellen Johnson Sirleaf announced.
